BYLAWS 2006
PREAMBLE
Our aim will be to promote and protect the interest of our membership, to elevate the moral, intellectual and social conditions of all working men and women, to assist each other in sickness and distress.
To encourage apprenticeship and a higher standard of skill, to cultivate a feeling of friendship, and to assist each other to secure employment.
To aid and assist all organizations to uphold the dignity of labor and resist oppression by honorable means.
To hold it as a sacred principle, that union members, above all others, should set a good Example as good and faithful workers, performing their duties to their employer with honor to themselves and to their organization.
We resent the principle of open shop association, and will continually strive for the enactment of legislation which will enable us to achieve our objectives.
Realizing that a blow at one organization is a blow to all, therefore, it shall be our duty as union members to purchase union made goods and patronize union shops and business establishments whenever possible to do so.
So with these aims and principles mind, we the Carpenters of the vicinity of Groton, CT affiliate ourselves into an organization that shall be known as Local Union 1302 of the United Brotherhood of Carpenters and Joiners of America, in conformity with the provisions of the Constitution and Laws of the United Brotherhood.
Section 1. NAME AND TITLE. This body is chartered and known as Local Union No.1302 of the United Brotherhood of Carpenters and Joiners of America. This Local Union is organized in conformity with the Constitution and Laws of the United Brotherhood and shall have the powers and privileges of a Local Union under the Constitution and laws of the United Brotherhood.
Section 2. OBJECTS. The objects of this Local Union shall be to promote and protect the interest of our membership, to encourage the apprenticeship system and higher standard of skill, to reduce the hours of labor, to secure adequate pay for our work, to elevate the standard of our craft, to
cultivate a feeling of friendship among the members of this Brotherhood, to assist our members
in procuring employment and to protect our members by legal and proper means against any injustice that may be done to them, and to improve the moral, social and intellectual conditions of our members and all working people.
Section 3. TERRITORIAL JURISDICTION. The territorial jurisdiction of this Local Union shall be determined by the General President.
Section 4. OFFICERS OF THE LOCAL. The officers of this Local Union shall consist of a President ,Vice- President, Recording Secretary, Financial Secretary, Treasurer, Conductor,
Warden, and three Trustees.
Section 5. NOMINATIONS AND ELECTIONS. The nomination, election and installation of
officers of this Local Union shall be governed by the Constitution and Laws of the United Brotherhood.
Section 6. DUTIES OF OFFICERS The duties of the Officers of this Local Union shall be as set
forth in the Constitution and laws of the United Brotherhood, as provided in these Bylaws, and as determined by this Local Union.
Section 7. EXECUTIVE COMMITTEE
(A)The Executive Committee of this Local Union shall consist of the President, Vice- President, Recording Secretary, Financial Secretary, Treasurer, Conductor, Warden, and three Trustees.
(B) Council representatives shall be permitted to attend Local Union Executive Board meetings with voice but no vote.

Section 8. DUTIES OF TRUSTEES. The duties of the Trustees shall be as set forth in Section
40 of the Constitution and Laws of the United Brotherhood.
Section 9. COMMITTEES. The President shall appoint all committees as may be necessary.
All Committees shall perform such duties as assigned to them within the time specified, and shall
report in writing to the Local Union. No member shall be compelled to serve upon more than one
committee at the same time. Remuneration, if any, shall be decided by the Local Union at the
time members of the Committees are selected. The activities of all committees shall be governed
by Section 41 of the Constitution and Laws of the United Brotherhood, these Bylaws, and as
the Local Union may direct. Any committee member who neglects or fails to perform any duty
required by the Constitution and Laws of the United Brotherhood may be removed by the
President, with the exception of members of the Executive Committee.
Section 10. INITIATION FEES. The initiation fee(s) for applicants to join this Local shall be $300.00, Arrangements may be made for payment of the initiation fee(s) in installments. Where an ex- member has violated any of the Rules and Laws of this Local Union and has been tried and found guilty of same, and where a fine has been imposed, such fine must be paid before initiation. The initiation fee for apprentices shall be as set forth in the Constitution and Laws of the United Brotherhood.
Section 11. MONTHLY DUES
(A) The monthly dues of this Local Union shall be $23.50 which must be an adequate sum to enable the Local Union to operate in an efficient, proper and solvent manner in the service and best interest of its membership. The dues shall be paid as required to the Financial Secretary of this Local Union.
(B) The monthly dues payable by members to this Local Union shall not be increased
except upon approval by the majority vote of the members in good standing voting by secrete ballot at a general or special membership meeting after reasonable notice. All members shall be notified by mail of the date, time, place, and purpose of the vote. Further more, if this Local Union is or becomes affiliated with any Council of the United Brotherhood, monthly dues payable to this Local Union must be approved by such Council.
(C) No officer or Chief Steward, and no member receiving benefits of a collective bargaining agreement, shall be exempt from paying dues or fees established pursuant to Section 45 of the UBC Constitution.
Section 12. MEETINGS.
(A) The regular meetings of this Local Union shall be held on the second Thursday of each month at 2:45PM.
. No business shall be transacted after 11:00 P.M. unless by majority vote of the members, present immediately after reading of the minutes.
(B) If this Local Union is or becomes affiliated with a Regional or District Council, there shall be a delegate report presented by one or more delegates from this Local Union at each membership meeting of this Local Union that directly follows a District or Regional Council delegate meeting. Each delegate report shall include the following:
1. information regarding organizing activities of the Council, including industry targets: developments in ongoing programs, involvement of volunteer organizing committees with organizers in jobsite activities and housecalling; specific targets; number of jobsite actions; number of housecalls made to nonunion carpenters since the last report; the names of any contractors signed and the number of members brought in with that contractor;
2. information regarding membership retention, including current number of members in the Council; the number of members initiated, on withdrawals, or transferred since the last report;
and the number of members brought in through organizing activities;
3. political and legislative activities within the council, including current legislation at the federal, state and local levels; involvement of volunteer organizing committees in the overall Council political program; and any political campaigns activities, membership voter registration, membership voter education programs, and contracts with government officials;
4. important collective bargaining developments involving the Council; and
5. other significant issues discussed and / or actions taken at the Council meeting.
Section 13. OFFICERS BOND. Every officer, agent or employee of this Local Union who
handles funds and property thereof shall be bonded through the General Office for the faithful
discharge of their duties.
Section 14. AFFILIATION WITH COUNCIL.
(A) This Local Union shall be bound by the Bylaws, Trade Rules, Resolutions, and Directives adopted by any Council with which it is affiliated. Any Bylaws of this Local Union that conflict with the Bylaws of any District, Regional or other Council of the United Brotherhood with which this Local Union is affiliated shall be void, and the Bylaws and Trade Rules of such Council shall apply, provided that such Bylaws are consistent with the Constitution and Laws of the United Brotherhood and have been properly approved. Furthermore, in the event of such affiliation, all Bylaws of this Local Union, and any changes made thereto, must be approved by any Council with which this Local Union is affiliated.
(B) Council Delegates shall be elected in accordance with the Council’s Bylaws and the UBC Constitution. Council Delegates shall be elected for a term of not more than three years. It shall be the duty of the Recording Secretary of this Local Union to notify any Council with which this Local Union is affiliated, by certified mail, of the names of the elected Delegates before July 1st of each year. The Recording Secretary of this Local Union shall forward credentials of Delegate or Delegates from this Local Union to such Council properly signed by the President and Recording Secretary with the seal of the Local Union affixed.
(C) This Local Union shall pay any and all assessments and per capita taxes that are properly payable to such Council by this Local Union. Furthermore, members of this Local Union shall be obligated to pay any and all Council dues and initiation fees properly payable by members of this Local Union to any Council with which this Local Union is affiliated.
(D) All members of this Local Union, as well as applicants for membership in this Local Union, shall be bound by the Bylaws and Trade Rules of any Council of the United Brotherhood with which this Local Union is affiliated.
Section 15. CHARGES AND TRIALS. The charges and trial procedures shall be as set forth in
the Constitution and Laws of the United Brotherhood.
Section 16. ORGANIZING. It shall be the continuing obligation of this Local to organize workers.
Section 17. DISSOLUTION, LAPSE OR SUSPENSION OF LOCAL UNION. It at any time,
this Local Union should withdraw, lapse, be dissolved or merged, be suspended or expelled, or
otherwise cease to function as a chartered subordinate body of the United Brotherhood, all
Property, Books, Charter, and Funds held by, or in the name of, or on behalf of this Local shall be
forwarded immediately to the General-Secretary Treasurer for such use or disposition in the interest of the membership of the United Brotherhood as the General President in the exercise of his or her discretion may direct.
Section 18. LAWSUITS AGAINST THE LOCAL. No member fined, suspended or expelled by
action of the Local Union or any Council with which this Local Union is affiliated shall file any
lawsuit against the Local or Council, or the Local Union's or Council's Officers or
Representatives without first exhausting all appeal remedies provided for in these Bylaws and
Constitution and Laws of the United Brotherhood.
Section 19. AMENDMENTS TO BYLAWS. (A) Any amendments and changes to these Bylaws, outside of the twenty-one mandatory provisions, must in no way conflict with the Constitution and Laws of the United Brotherhood and must be approved by majority of the membership voting by secret ballot at a special or regular meeting upon reasonable written notice provided at least 30 days prior to such vote. Furthermore, any proposed amendment must be approved by the General Vice President before becoming law.
If this Local Union is or becomes affiliated with a Council of the United Brotherhood, all proposed changes to the Bylaws or Trade Rules of this Local Union shall be referred to the Executive Committee of such Council for consideration and recommendation and must be approved by such Council, as well as by the General Vice President prior to becoming effective.
Section 20. MISCELLANEOUS.
(A) The fiscal year of this Local Union shall be July 1st to June 30th. All accounts shall
be audited and a complete financial report be brought forth by the auditing committee no
later than ninety days following the close of the fiscal year.
(B) Applicants for membership of this Local Union shall be bound by the Constitution
and Laws of the United Brotherhood, the Bylaws of this Local Union, and the Bylaws of
any Council of the United Brotherhood, if any, with which this Local Union is affiliated.
(C.) Nothing in these Bylaws shall in any way be construed to conflict with the
Constitution and Laws of the United Brotherhood.
Section 21. SEVERABILITY. If any Section or part of these Bylaws shall be held invalid by
operation of law or by any tribunal of competent jurisdiction, the remaining Sections of these
Bylaws shall not be affected thereby and shall remain in full force and effect.
Section 22. DELEGATES. If the Executive Committee recommends that the Local send
Delegates to conferences or conventions and their recommendation is approved by a majority
vote of the membership, all delegates attending such a conference or convention on behalf of the Local Union shall be paid. The rate of pay shall be equal to the individuals current hourly pay rate based on a forty hour week. All delegates shall receive the Government approved rate per mile for car expense or if air travel is performed shall receive the cost of a round-trip coach ticket. All delegates will receive pay for their hotel lodging only (no incidentals). All delegates will receive per day expense per diem set by the membership consistent with Council guidelines prior to their attendance for the days they attend the conferences or conventions, etc. The delegates shall submit a voucher report and any per diem expense not receipted shall be returned to the Local the following week. A detailed report of the activity of the convention or conference shall be submitted by the Delegates to the Local Union.
Section 23. STEWARDS
(A) All Stewards must attend and successfully complete the Regional Council Stewards
Training Program.
(B) In case of problems on any job where members of the Brotherhood are employed,
the Steward shall report same immediately to the Senior Council Representative, Council
Representative, or the Executive Secretary-Treasurer of the Regional Council.
(C) The Steward shall abide by all policies of the Regional Council and shall serve at the
discretion of the Senior Council Representative, Council Representative or Executive Secretary-Treasurer of the Regional Council.
(D) Stewards must attend Local Union meetings except when excused by the Local's Council Representative.
(E) Stewards shall be allowed to go on road jobs and return and reclaim their positions provided the following stipulations are met.
1. The chief steward / business representative shall be notified as far in advance as possible.
2. A suitable replacement will be found to fill in as steward.
3. The steward shall forfeit his/her pay for the time he/she is away. (Being away for any part of a month will constitute forfeiture of pay for the entire month. This is to allow the local to pay the replacement steward as required).
4. The replacement steward shall not have super seniority for the purpose of layoffs. This shall remain with the elected steward.
(F) Prior to any appointments of stewards/delegates, discussion will be held with all in attendance of an Executive Committee meeting, to be called by the President and/or his/her replacement.
1. An interim steward may be appointed by the President until an Executive Committee meeting can be convened.
Section 24. VIOLATIONS.
(A) No member of the Local Union shall be allowed to work behind an authorized picket of the United Brotherhood of Carpenters and Joiners of America, or to work with another worker whose membership is not in conformity with the Constitution and Laws of the United Brotherhood, or the Bylaws of this Local Union except when authorized by the Executive Secretary-Treasurer or his designee. Any member violating this Section, after having been properly charged and tried in accordance with the provisions of the Constitution and Laws of the United Brotherhood, may be fined, suspended or expelled.
(B) Failure to attend new membership orientation within 90 days will be a violation of the Bylaws.
Section 25. HARDSHIP DUES. If a member of the Local is experiencing a financial hardship
caused by injury, illness or another uncontrollable circumstance that effects his or her ability to
remain a member in good standing, he or she may request in writing a hearing with the full
Executive Committee of the Local to explain the hardship. The Committee will review and
consider each request on an individual basis.
Section 26. PICKETS AND LEAFLET DUTY MANDATORY. The Council Representative will have the authority to implement mandatory picket or leaflet duty. An alphabetical list system shall be utilized and maintained if the duty starts with last names beginning with the As and stops
with Gs, the next activity will begin with Hs etc. Each member will be obligated to picket or
handbill in alphabetical order. A member that is called and decides not to perform their duty shall
pay $30.00 to the person replacing them. All picket and leaflet duty will be done in three (3) or
four (4) hour shifts.
Section 27. ARREARAGES AND PENALTIES.
(A) The Local may charge an assessment for each notice mailed pursuant to the requirements of paragraphs K and M of Section 45 of the Constitution of the UBC to be paid by the member to whom such a notice is sent.
(B) If a member pays dues or assessments with a check that is returned to the Local because of insufficient funds, then that member shall be subject to all charges (costs) incurred by the Local Union imposed by the banking institution.
Section 28. REFERRAL PROCEDURE.
(A) The Local shall comply with the uniform rules and/or procedures established by the
Council for the registration and/or referral to employment of unemployed workers. Workers shall have employment mobility throughout the territorial jurisdiction of the Council.
(B) When a member receives a referral from the Local Union, the dispatcher shall inform the member of the start date and time, the location of the project, the wage and benefit rate on the project and any other terms or conditions agreed to by the Local Union before the member commences work.
Section 29. COMPENSATION/EXPENSE ACCOUNTS.
(A) The Compensation of all officers, stewards, and the Chief Steward of the local recommended by a compensation committee will be voted on individually at the February meeting in the election year. The compensation committee will be elected by a majority vote of the membership at a regular meeting.
(B) The President shall not have an expense account and shall not leave the yard facility except on authorized business. A voucher for lost time for the President must be signed by the Vice-President or presiding officer in the chain of command before any payment is made.
(C) The Chief Steward will present expense account sheets to be passed around at every meeting.
(D) The Chief Steward shall have an expense account of $1500.00 and be replenished monthly. This account is to be kept in a checking account.
Section 30.
The President, Vice-President, and Chief Steward, by virtue of their office, shall be delegates to the Metal Trades Council. The fact that these officers will be Metal Trades Council delegates shall be stated clearly on the ballots at officer elections. The remaining three delegates shall be elected at the regular time of the election of officers.
(A) The President and Chief Steward, by virtue of their office, shall serve as members of the Metal Trades Council Executive Board. The Chief Steward is to be recognized as the chief steward of our local.
(B) The Vice-President shall be the alternate delegate to the Metal Trades Council Executive Board. If it should become necessary to fill two vacancies, or if the Vice-President is not available, the President shall appoint a Metal Trades Council delegate to fill the vacancy.
Section 31.
The President shall have the power to order the Recording Secretary to call special meetings when a written request is made by five members in good standing. Only business stated in the call shall be transacted.
(A) A quarterly meeting will be held on the first month of the quarter. All retired members shall be notified by mail of this meeting.
Section 32.
The Chief Steward, by virtue of that office, shall serve as a delegate to the New England Regional Council of Carpenters Convention and the General Convention, but shall only attend any convention with the approval of the majority of the members present at a union meeting. The fact that the Chief Steward will also be a delegate shall be stated clearly on the ballots at the officer elections. The President shall serve as an alternate to the Chief Steward. No other member shall serve as a delegate unless determined by the membership to be in the best interest of the local. Any proposed resolutions will be read to the membership to decide if additional delegates will serve and the amount of delegates to send (the intent is not to prevent the Chief Steward from attending any mandated seminars).
Section 33.
No committee meetings will be held during working hours, unless authorized by the President. Remuneration will be paid for loss time only.
Section 34.
Any member of this local, on completion of fifteen years membership in the United Brotherhood of Carpenters and Joiners of America, shall be presented with a fifteen year pin and a pin at five year intervals thereafter.
(A) After having completed at least two years in office, retiring officers shall be presented with past officer emblems by their local union.
Section 35.
In the event of the death of a member, the members immediate family shall be presented with a bible.
(A) In the event of the death of a members immediate family (ie. parents, wife, husband,
children, brother, sister, father-in-law, mother-in-law, and grandparents), a bible shall be
presented, one per family. The member must be in good standing at the time of death.
Section 36.
A bylaw committee will meet annually to consider any revisions to the bylaws to be recommended to the body. The committee will be elected by a majority vote by the membership at a regular meeting.
(A) All members will be notified of the time, place, and the proposed bylaw changes by mail prior to the voting.
(B) A majority vote will be required to make any changes.
(C) New bylaw books will be updated annually, pending approval of changes by members of Local 1302, the New England Regional Council of Carpenters and the International Headquarters.
Section 37.
Applicants joining this local union from other local unions in the Metal Trades Council of New London County, CT, who have paid $300.00 or more initiation fees to their local union in the Metal Trades Council and who are laid off by Electric Boat, will only pay a transfer fee equal to 20% of the full initiation fee. Those who have paid less than $300.00 will pay the balance. This only applies to applicants who have been laid off within the Metal Trades Council.
Section 38.
The President will declare vacant the office or position of any officer, steward, trustee, member of the executive board, member of a committee, or elected Delegate to the Metal Trades Council or the New England Regional Council of Carpenters, who misses three consecutive meetings of their respective Delegate position, who has not been excused by the President of this Local Union (Local-1302). An election to fill the vacancy shall take place at the next quarterly meeting.
Section 39.
Any member who has been in Local 1302 for a period of five years and a member of the United Brotherhood for twenty years and has reached the age of 55 and retired, and is a member in good standing at the time of application shall be eligible for reduced membership dues for whatever charge the established headquarters minimum dues are. Any member must apply for such benefit in writing.
Section 40.
Union Stewards, Officers, or elected delegates to the Metal Trades Council or the New England Regional Council being paid for lost time from work by the Union to attend union meetings should be compensated for thirty minutes prior to the start of the meeting, the length of the meeting, and up to thirty minutes after the adjournment of the meeting. No other lost time shall be paid.
Section 41.
A social fund shall be established with a monthly per capita of $.50 per member with a $15,000.00 limit based on the Financial Secretary's monthly membership report. No other fund will be expended for any social activities.
(A) The finance of any social event held by this Local Union, shall be handled in the same manner as all other local finances. Any monies received shall be given to the Financial Secretary who shall immediately make an entry of the same in the day-book and then pay the same to the Treasurer. All expenses shall be paid out of the Social Fund by the Treasurer on an order by the Recording Secretary and signed by the President.
Section 42.
(A) The nomination of officers, Chief Steward, and delegates to the Metal Trades Council shall take place on the second Thursday in May. Nominations shall not be reopened at the time of election. All members in good standing shall be notified by mail to attend this meeting. This notification shall contain the date of the forthcoming election. The term of office to be three years.
(B) The stewards shall be nominated from the shift and the geographical area from which
they work. If a permanent vacancy occurs in any area, then an election shall be held
as soon as possible, but not to exceed 60 days. Members to be eligible for nomination
for steward shall be members in good standing on Local 1302 for at least one year.
Section 43. OFFICER COMPENSATION
(A) PRESIDENT. The President of the Local Union, shall order the payment of all bills that have been approved for payment by the Trustees and in accordance with the Constitution and Laws of the Brotherhood. All checks will be signed by any two members of the Executive Committee except the Trustees. The President shall strictly enforce Section 33(C), of the Constitution and Laws of the United Brotherhood.
The President shall receive compensation from the Local Union in the amount of three
(3) hours at the Journeyman hourly wage rate per month for each month that the
President attends the monthly membership meeting and monthly Executive Committee
meeting of the Local Union. The President shall have such other duties as set forth in
Section 33 of the Constitution of the United Brotherhood and as designated by the Local
Union.
(B) VICE PRESIDENT. The Vice President shall perform such duties as prescribed by
Section 34 of the Constitution of the UBC and such other duties as requested by the
President. The Vice President shall receive compensation from the Local Union in the
amount of two (2) hours at Journeyman hourly wage per month for each month that the
Vice President attends the monthly membership meeting and monthly Executive
Committee meeting of the Local Union.
(C) FINANCIAL SECRETARY. The Financial Secretary shall perform such duties as
prescribed by the Constitution. The Financial Secretary shall receive compensation from
the Local Union in the amount of three (3) hours at the Journeyman hourly wage rate per
month that the Financial Secretary attends the monthly membership meeting and monthly
Executive Committee meeting of the Local Union.
(1) Local unions that allow administrative offices to collect dues shall hold harmless the
relevant Executive Board members for any errors or omissions committed or created by
the Administrative office.
(D) RECORDING SECRETARY. The Recording Secretary shall perform such duties as
prescribed by the Constitution. The Recording Secretary shall receive compensation of
three (3) hours for pay at the hourly Journeyman wage per month for each month that the
Recording Secretary attends the monthly membership and monthly Executive Committee
meeting of the Local Union.
(E) TREASURER. The Treasurer shall perform such duties, as prescribed by the
Constitution. The Treasurer shall receive compensation of three (3) hours pay at the
Journeyman wage per month for each month the Treasurer attends the monthly
membership meeting and monthly Executive Committee meeting of the Local Union.
(F) WARDEN AND CONDUCTOR. The Warden and Conductor shall perform such duties as prescribed by the Constitution and Perform such other duties as directed by the President. The Warden and Conductor shall each receive compensation from the Local Union in the amount of two (2) hours pay at the journeyman wage per month for each month they attend the monthly membership meeting and the monthly Executive Committee meeting of the Local Union.
(G) TRUSTEE. The Trustee shall receive compensation from the Local Union in the amount of two (2) hours per month for each month that each Trustee attends the monthly membership meeting and monthly Executive Committee meeting of the Local Union.
(H) The Executive Committee of the local may appeal to the Regional Council Executive Committee for special stipend compensation for the Financial Secretary, Recording Secretary or Treasurer. All appeals must be in writing and require full review from the Local Executive Committee.
(I) Executive Committee members shall be paid their stipend for attending both Executive Committee and Regular Monthly meetings, if absent and away on official union business. Absence must be authorized in advance by a majority of the Executive Committee
Section 44. REDUCED DUES
Retired members of this Local Union shall pay the minimum dues as prescribed in Section 45(a) of the UBC Constitution, which shall in no event be less than $14.80 per month. Dues for members no longer working at the trade, who are age 65 or older, and who have not less than 30 years continuous membership, shall be $6.00 per month, as set forth in Section 50 of the UBC Constitution. This must be an adequate sum to enable the Local Union to operate in an efficient, proper and solvent manner in the service and best interest of its membership. Separate schedules of dues may be set for shops and various non construction divisions of the Union. The dues shall be paid as required to the Financial Secretary of this Local Union.
Section 45. MEETINGS
(A) Executive Committee meetings of this Local will be held at 171 Thames St, Groton, CT at 1:30 pm on the second Thursday of each month. Attendance at both meetings shall be mandatory for all Executive Committee members and full time Council Representatives and Organizers
(B)Executive Board meetings shall be called at the discretion of the President.
Section 46. DELEGATE VACANCIES
Whenever a delegate vacancy occurs, Local 1302 provides for automatic succession of an alternate delegate to a regular delegate position as well as the next highest vote getter to the alternate position.
Section 47. MAJOR PURCHASES
All major purchases made by the Chief Steward or officers of this Local Union shall be discussed and acted upon by a quorum of the executive board. Major purchases consist of any item in excess of $500.00.
Section 48. FLORAL ARRANGEMENTS.
The Local will spend up to $100.00 for a floral arrangement when a member in good standing passes on. Any such donation of flowers would be paid out of a contingent fund.
Section 49. MONTHLY DUES
The monthly dues of this local shall be $23.50. Beginning on 01/01/07 and ending on 12/31/07 the dues of this local will be $20.00. The monthly dues of this local shall be 23.50 beginning 01/01/08. The dues shall be paid to the Financial Secretary of this local union.
